The video is updated every 5 minutes. Images are scrapped every 30 seconds (twice actually, when I import the data from u/prosto_sanja). You can find the raw images at https://rplace.space/raw, the combined images at https://rplace.space/combined (an archive is available at https://rplace.space/combined.zip, careful though, it's 15GB), and the compressed images (lossless) at https://rplace.space/compressed (an archive is available at https://rplace.space/compressed.zip, 6GB).
You're free to use that data as long as you credit u/prosto_sanja and myself.
